There are people who would be excellent at tactical stuff but have no interest in it or are too fearful. There are people who would love to be included on a tactical team but would suck and get themselves or others killed. On every team there is the guy that is least effective and the guy that comes alive under fire. Everyone thinks they need more boots on the ground but with numbers come other dilemmas.
