This is a classic example of nipple rouging. This is and was an important piece of Striptease history. In the 1970βs nipple rouging became so popular at strip clubs that it launched the the βBenefitβ makeup company. Their very first product was a nipple rouge that is now branded as a cheek and lip stain.

I wonder why it became popular - was it to more clearly distinguish to patrons at the back that the performer was nude, or were darker nipples and areolas just en vogue at the time? Could it possibly have been tied to some archaic rule or law relating to total nudity? A unique fad to be sure although I can't say I'm a huge fan of the effect! Thank you for posting! β€οΈ
