Since kaneki was tortured by Jason they wanted to recreate the same conditions. They used rizeโs kakuho to turn kaneki thatโs why he has her kagune and they used Mr.Yoshimuraโs (coffee shop owner, etoโs dad) kakuho to turn takizawa, thatโs why his kagune/powers are similar. Amon has been watching all this time, he is one of the failed experiments and canโt use a kagune. This raid is happening at the same time as arima v kaneki, itโs not a time skip
